This article will present the industrial disputes issue in HuaWei Company and analyze the nature of the issue and illustrate the related legal, social, economic or technological aspects. Besides, this article will put forward the relevant approaches to deal with the issue. An industrial dispute means the conflict or divergence between the employing units and works on the aspect of welfare and salary (Nzuve & Kiilu 2013). The industrial disputes take place may due to the ignorance of the employing units to labor law (Bagdanskis 2012). Several months ago, the factory of HuaWei in Indonesia outbreak a strike that affects the overseas development and the image of this company negatively. According to introduction, the local workers go on strike and demonstration for gaining their lawful rights and interests, and they protest the 6 months or 1 year short-term contracts of HuaWei Company. On the other hand, HuaWei attempts to reduce the cost via hiring a large number of cheap labors in Indonesia and increasing the labor time and intensity. The labour union hold the opinion that HuaWei has violated the local labor laws and regulations, because the company hires workers via the form of short-term contracts and these short-term contract workers to do core business. Besides, the company does not provide reasonable benefits for the employees when increasing the intensity of labor. Eventually, the strike incident happens due to the dissatisfaction of the employees. This industrial dispute reflects that there is contradiction in the industrial relations of HuaWei. Nowadays, the HuaWei Company is in the key period of enterprise transformation, any trouble will affect the whole process of huawei's transformation, and even cause serious consequences.
With the multiple transformations of economic system, social structure and way of development, China has gradually step into the high-risk stage in the development of modern society. And the industrial relations play the key role in the social and economic structure change. It also plays an important role in the process of risk social development. This change means the employees gains more bargaining power and they can fight for their own position. On the other hand, the government takes measures to protect the interests of the workers in order to establish the balance relationship between the employer and employees which can contribute to the daily production activities and improvement of production efficiency. This article attempt to analyze the industrial relations issue in the HuaWei Company, the strike event in Indonesia can reflect the general industrial relations issue in this company which restricted the performance of this company. Company should pay attention to establish good industrial relations by reducing the differences which exist between the employing unit and the employees, and developing a culture that can contribute to the better industrial relations (Hodgson, 2006).

The IT industry increases at the rate of 28% in the past 5 years. It is three times of the national GDP growth speed during this period. The IT industry reached 12.3% of the country's industrial. Besides, the IT industry has promoted the growth especially after the global financial crisis. The IT industry is facing different issues which have negative impact on the HuaWei Company; it makes the HuaWei Company difficult to carry out the some activities. The IT industry can raise sharply may result from the advantage of low cost in some way. Currently, the appearance of the new labor law show the labor cost will rise. The loss of the advantage of low cost makes the IT industry hard to develop.
